Secret Police Limitation

1.) Secret Police Limitations: Federal law enforcement or military units on US soil, may not be deployed in a manner to make them anonymous to the public without very specific reasons approved by federal court in advance of deployment. Masking, lack of identifying numbers or marks would require federal court approval for each and every specific use. Court approval would be granted only if there is a specific credible threat to individual law enforcement agents or the target is known to specifically target law enforcement. Activities of law enforcement agencies must be in full public view or trackable by federal courts if anonymity is required. Congress shall specify penalties for violating this measure and specify court oversight.
