Presidential Immunity Limitations
a. This is strictly limited. Civil or criminal immunity is NOT absolute for either official or unofficial acts. Each act would need to be reviewed to see if done with the intent of preserving, or protecting the United States and its people/constitution. The intent of the action is relevant to immunity.
b. US presidents who wantonly violate international law, or human rights may be subject prosecution by international courts if 2/3 of both houses of congress believe President is guilty of such international crimes.
This may be done after the presidential term or
During the current term if the President is impeached and convicted.
Extradition would be immediate upon the 2/3 vote of both houses of congress
Extradition can only take place to international or foreign courts that provide appropriate protections and rights to the defendant.
International crimes recognized by US Congress are NOT pardonable by US President and current President is responsible for executing the extradition expeditiously per Congressional mandate.
